Significant Activities
  • Advanced the integration of considerations for persons with limited English proficiency, disabilities, or from diverse cultural origins in federal emergency planning, preparedness and response in the state-local dialogue post Katrina. 

  • Collaborated with the American Hospital Association, its affiliates, and The Joint Commission to provide education and technical assistance implementing best practices, developing standards and training programs on Improving Patient-Provider Communication in hospitals. 

  • Co-authored a first-of-its-kind, scenario-based Title VI medical school course with Stanford University Medical School: “Stopping Discrimination Before it Starts: The Impact of Civil Rights Laws on Healthcare Disparities,” published in the American Association of Medical Colleges MedEdPortal.

  • In partnership with the Department of Homeland Security Office of Civil Rights and Civil Liberties, developed, marketed, and distributed training videos and posters on the Muslim, Sikh, and Arab cultures, and a CD-ROM on the use of race in law enforcement activity for the entire TSA workforce. 

  • Established an External Compliance Division to provide expert review of TSA policies and programs that impact the traveling public, and conducted investigations of complaints from air passengers alleging discrimination and racial profiling, ensuring that civil rights and civil liberties issues and concerns were appropriately addressed.

  • Negotiated agreement with the District of Columbia Metropolitan Police Department and the DOJ Special Litigation Section to improve operating policies and practices of street officers in their use of force and reporting to supervisory officials, to strike the proper legal balance between officer safety, disclosure and public accountability.

  • Sought after lecturer, traveling internationally on behalf of DOJ’s Office of Overseas Prosecutorial Development, Assistance and Training (OPDAT) to the former Eastern block (Moldova and the Czech Republic) and providing well-received training to governmental officials on investigations and prosecution of human trafficking cases.  

  • Frequently lectured on color of law investigations/prosecutions at the FBI Academy at Quantico, VA.
